摘要
对云南南滚河国家级自然保护区现状、空间重叠、历史遗留和现实矛盾冲突问题、生态保护空缺等进行调查分析,进而对保护区进行整合优化设计研究。整合优化后保护区总面积为50587.3282 hm^(2),比整合优化前减少300.5413 hm^(2)。调整优化设计后虽仍存在9个方面的矛盾问题,但涉及的面积大量减少,只有矿权基本上未进行调整,其他8类问题几乎全部调出了保护区。调整优化后功能区从“三区变两区”,基本上保持了保护区原总体规划的设计思想和原则,各功能区内的历史遗留和现实矛盾冲突问题集中体现在矿权问题上,占矛盾问题总面积的81.43%,其他问题面积仅690 hm^(2)。经调出措施与调入地块处理,保护区基本上保持了面积无大的减少,保护性质和保护等级未发生改变,功能区划分设计更加科学合理,更加有利于对保护对象的保护和对整个保护区进行有效管理。
The integration and optimization design of Nangunhe National Nature Reserve in Yunnan Province was studied based on the investigation and analysis of the status,spatial overlap,historical and practical contradictions,and ecological protection vacancy.The total area after integration and optimization was 50587.3282hm^(2),reduced by 300.5413hm^(2).The design still had 9 contradictions after the adjustment and optimization,but the area involved was greatly reduced,only the mining right had not been adjusted,and almost all the other 8 problems had been transferred out of the reserve.The functional area changed from“three areas to two areas”,basically maintaining the design ideas and principles of the original plan of the reserve.The historical and practical contradictions and conflicts in each functional area were mainly reflected in the issue of mining rights,accounting for 81.43%,and the area of other problems was only 690hm^(2).The area of the reserve basically remained unchanged,and the nature and level of protection were not changed through transfer-out and the transfer-in measures.The division design of functional areas was more scientific and reasonable,which was more conducive to the protection of the protected objects and the effective management of the whole reserve.
