“一带一路”框架下粤港澳大湾区面临的挑战与对策

Challenges and Countermeasures of Guangdong-Hong Kong-Macao Greater Bay Area under the Framework of "The Belt and Road"

粤港澳大湾区作为世界重要的四大湾区之一,独具特色,面对一国两制、三套税制、三种货币及三套法务制度等特点,在发展中必然会遇到一些具体问题。在这种特色环境和多种制度下,粤港澳大湾区各地如何融合发展,促进“一带一路”建设,是关键所在。本文通过分析粤港澳大湾区的建立过程及地区优势,针对该大湾区各地区因社会制度差异带来的货币、金融、观念等多方面差异所产生的问题和困难,建议通过改善和优化总体经济结构、培育与吸引人才、完善税务制度、高端职业证书互认、开放信息网络及优化交通建设,吸引人才和商业投资等措施,促使港粤澳大湾区各地实现稳定融合发展。

As one of the four important bay areas in the world,Guangdong-Hong Kong-Macao Greater Bay Area has its own characteristics.In the face of the characteristics of one country,two systems,three tax systems,three currencies and three legal systems,its development will inevitably encounter some specific problems.How to integrate and develop Guangdong-Hong Kong-Macao Greater Bay Area and promote"The Belt and Road"construction under this characteristic environment and various systems is the key.Based on the analysis of GuangdongHong Kong-Macao Greater Bay Area's establishment process and regional advantages,and aiming at the problems and difficulties caused by the differences in currency,finance and concept of different social systems,this paper proposes to promote the stable integration and development of Guangdong-Macao Greater Bay Area by improving and optimizing the overall economic structure,cultivating and attracting talents,perfecting the tax system,mutual recognition of high-end vocational certificates,opening the information network and optimizing traffic construction.
