历史文化村落保护与发展研究:现状、问题与对策--以浙江丽水为例

The Protection and Development of Age-old Cultural Villages in Lishui, Zhejiang Province: The Current Situations, Problems and Countermeasures

历史文化村落的保护与发展是关系中华优秀传统文化根脉的基础工程,是中华优秀传统文化传承与发展的重要依托。丽水作为最原始江南山区,承载着深厚农耕文明,拥有众多形态保存完好、民风淳朴、民俗丰富的历史文化村落。本文以丽水市历史文化村落保护为例,全面呈现丽水历史文化村落的特质和保护实境,客观分析历史文化村落保护存在的问题。历史文化村落保护和利用工作是一项系统工程,亟待进一步完善历史文化村落的组织领导制度、完善历史文化村落保护规划编制机制、构建历史文化村落保护多元化筹资机制,以及建立科学的历史文化村落保护开发机制。

The protection and development of historical and cultural villages is the foundation project and the basic carrier of the inheritance and development of excellent traditional Chinese culture.As one of the mountainous areas to the South of the Yangtze River,Lishui carries a long history of farming tradition and there exist in the city many well-preserved age-old villages with rich folk custom.Taking the protection of historical and cultural villages in Lishui City as an example,this paper comprehensively presents the characteristics and reality in the protection of such villages and objectively analyzes the problems existing in it.The protection and utilization of the villages is a systematic project. It is urgent to further perfect the institutional systems and the planning mechanisms, construct a diversified funding mechanisms, and formulate a scientific exploitation and utilization mechanisms for the villages.
