摘要
目的探索区域卫生信息化项目绩效评估方法,推动区域整体卫生信息化项目建设成效。方法根据文献调研、问卷调查、实地调研、专家咨询等方法,以德尔菲法确定指标体系及指标权重,构建了一套区域卫生信息化项目绩效评估方法,并将其应用于项目建设效果评估实践中,以提高项目建设成效,不断改进评估方法。结果通过连续4年的绩效评估,2018年,A级项目比例比2015年增长541%,B级项目增长73.67%,C级项目下降56.34%,无D级项目。结论通过项目绩效评估,有助于发现项目建设过程中存在的问题,从而有针对性地采取改进措施,总结经验,更好地推动项目建设。
Objective To explore the performance evaluation method of regional health informatization projects and improve the effectiveness of regional health informatization projects.Methods Based on literature research,questionnaire survey,field investigation,expert consultation and other methods,the Delphi method was used to determine the index system and index weight,and a set of projects performance evaluation methods for regional health informatization were studied and applied in the practice of projects construction effect evaluation,so as to improve the projects construction effect and continuously improve the evaluation methods.Results Through four consecutive years of performance evaluation,in 2018,the proportion of A-level projects increased by 541%compared with 2015,B-level projects increased by 73.67%,C-level projects decreased by 56.34%,and there were no D-level projects.Conclusion Through the projects performance evaluation,it can help to identify the problems existing in the projects construction process so as to take improvement measures and summarize the experience to better promote the project construction results.
