高校参与精准扶贫与服务乡村振兴有效衔接的路径探索——基于华中农业大学定点扶贫建始县的实践

An Exploration of Effective Linkages between Targeted Poverty Alleviation and Rural Revitalization with Assistence of Universities:Based on Practice of Huazhong Agricultural University in Targeting Poverty Alleviation in Jianshi County

当前阶段,推进精准扶贫与乡村振兴有机衔接的理论研究和实践探索具有重要意义。高校在精准扶贫过程中发挥自身优势助力脱贫攻坚战,探索精准扶贫模式,涌现出一批精准扶贫精准脱贫典型项目。基于概述三次获评教育部典型项目的华中农业大学定点扶贫建始县实践成效,系统分析乡村全面振兴下建始县的发展“短板”,提出做好精准扶贫与乡村振兴的有效衔接高校要在服务理念、方式、机制及目标层面转变思维逻辑,具体要从巩固产业扶贫成果,做好教育扶贫接力,促进文化产业融合,做好党建扶贫衔接,促进生态体系建设五个方面做好有效衔接,建立精准扶贫与服务乡村振兴有机衔接的机制,探索协同推进转型服务乡村振兴的路径,完成从精准扶贫到乡村振兴的有效衔接,推动乡村全面振兴。

At a deep integratingstage of fighting against poverty and implementing the strategy of rural revitalization,it is of great significance to promote the theoretical research and practical exploration of the organic link between targeted poverty alleviation and rural revitalization.In the process of targeted poverty alleviation,universities making the most of their own advantages to overcome poverty and explore the model of targeted poverty alleviation,design and conduct a number of excellent projects of targeted poverty alleviation.Based on the practical results of Jianshi County,a point-to-point poverty alleviation county of Central China AgriculturalUniversity and a model project praised by the Ministry of Educationthree times,this paper systematically analyzes the developmentaldisadvantages of Jianshi County undercomprehensive revitalization of rural areas,and proposes that in order to carry out effective link between targeted poverty alleviation and rural revitalization,universities should change their mindsetsin terms of service concept,mode,mechanism and goal.The concrete tasks includeestablishing effective relay among consolidating the achievements of poverty alleviation,stressing the role of education in poverty alleviation,promoting the integration among cultural industries,alleviating poverty by party building,and constructing ecological system.With a view to transforming from targetedpoverty alleviation to rural revitalization,and stimulating comprehensive rural revitalization,effective cooperative mechanism between targeted poverty alleviation and rural revitalization should be established and routes to serve rural revitalization should be explored.
