基于Delphi-AHP法的中医专业技术人员评价指标体系的构建

Construction of evaluation index system for traditional Chinese medicine professionals based on Delphi-AHP method

目的构建指标合理及可操作性强的中医专业技术人员综合素质测评体系,为晋升和考评提供参考依据。方法 2019年9—12月,运用文献资料优选法和系统分析法初筛指标,通过德尔菲(Delphi)专家咨询法确定最终指标体系,以层次分析法(AHP)计算各指标权重。结果构建的中医专业技术人员综合素质评价指标体系,共包括6个一级指标、10个二级指标。一级指标由高到低按权重系数排列分别为职业道德(0.455 5)、专业技术水平(0.263 1)、能力素质(0.139 4)、知识结构(0.027 9)、心理素质(0.088 8)和智力水平(0.025 3)。结论本指标体系既可以分析目前我国中医专业技术人素质能力的现状,还可以为医疗机构人力资源开发、管理等提供一定的参考依据。

Objective To construct a comprehensive evaluation system of traditional Chinese medicine professionals(TCMP) with reasonable indicators and strong operability, provide a scientific basis for promotion and evaluation. Methods From September to December 2019, the literature data selection method and system analysis method were used to screen the indicators preliminarily, and then the Delphi expert consultation method was used to determine the evaluation indicators system finally. The the analytic hierarchy process was adopted to determine the weighting for each indicator. Results The comprehensive quality evaluation index system of TCMP was composed of 6 first-level indicators and 10 second-level indicators. The first-level indicators are ranked in terms of professional ethics(0.455 5), professional skills(0.263 1), competence(0.139 4), knowledge structure(0.027 9),psychological quality(0.088 8), and intelligence level(0.025 3). Conclusion This indicator system can not only analyze the current status of the quality and technical ability of TCMP in China, but also provide certain resources for the development and management of human resources in medical institutions.
