新时代下油气行业高质量发展内涵与实现路径

The connotation and realization path of high-quality development of the oil and gas industry in the new era

石油和天然气是关系国民经济和国家战略的重要资源,也是推动国家能源绿色转型升级的重要抓手。党的十九大明确指出我国经济发展进入新阶段,即由高速增长阶段转向高质量发展阶段,在这一新时代背景下,我国油气行业有了新的方向和目标。特别是面对最新提出的“碳达峰”和“碳中和”目标,油气行业更加迫切地需要从注重“量”转向注重“质”的发展。为适应新时代的新目标与新要求,应当加深对油气行业高质量发展内涵的理解与认识。从质量变革、效率变革和动力变革三个方面识别出实现油气行业高质量发展亟待解决的关键问题,基于问题的解决,提出了实现油气行业高质量发展的可行路径,这对于建设清洁低碳、智慧高效、经济安全的能源体系具有十分重要的意义。

Oil and natural gas are important resources related to the national economy and national strategy,as well as an important starting point for promoting the green transformation and upgrading of the country's energy.The 19th National Congress of the Communist Party of China clearly pointed out that China's economic development has entered a new stage,that is,from a high-speed growth stage to a high-quality development stage.Under the background of this new era,China's oil and gas industry has new directions and goals.Especially in the face of the newly proposed“carbon peak”and“carbon neutral”goals,the oil and gas industry needs to shift from focusing on“quantity”to focusing on“quality”development.To adapt to the new goals and requirements of the new era,the understanding of the connotation of high-quality development in the oil and gas industry should be deepen.From the three aspects of quality change,efficiency change and power change,the key issues that need to be solved urgently to achieve high-quality development of the oil and gas industry were identified.Based on the solution of the problem,a feasible path to achieve high-quality development of the oil and gas industry is proposed,which is of great significance for the construction of a clean,low-carbon,smart,efficient,and economically safe energy system.
