An Assessment on the Construction of African Free Trade Zones and the Challenges They Face

非洲自由贸易区对非洲大陆的产出、贸易和福利都存在促进作用,但在不同国家和部门之间存在异质性。目前非洲各国对AfCFTA的承诺水平和实施准备仍存在动力不足、行动滞后的问题。基础设施薄弱、各国的患得患失以及新冠肺炎疫情等都是非洲自贸区推进受阻的主要原因,非洲各国有必要采取针对性的措施推进非洲自贸区的建设。中国作为非洲国家坚实的友好合作伙伴,应利用自身的优势发掘非洲自由贸易区带来的机遇,推进中非合作的发展。

African Free Trade Zones promote the production, trade and welfare of the African Continent, but there is heterogeneity among different countries and departments. Presently, African countries are not well motivated in terms of commitments and preparations towards AfCFTA and hindered in actions. Poor infrastructure, worries and the Covid-19 pandemic are the major causes for the hindering of African Free Trade Zones. African countries should take necessary measures to promote the construction of African Free Trade Zones. As a firm African friendly cooperative partner, China should utilize its own advantage to explore the opportunities brought by the African Free Trade Zones and promote China-Africa cooperation.
