《再生铜原料》标准在口岸检验中的应用

The Application of Recycling Copper Materials Standard in the Port Cargo Inspection

本文将《再生铜原料》(GB/T 38471-2019)标准应用到进口再生铜原料的口岸检验中。再生铜原料对应海关商品编码为7404000030,按标准具体可分为铜线、铜加工材、铜米、破碎铜和镀白紫铜共五大类11个名称,每类对应不同原料来源及技术要求。其检验项目包括放射性污染物、其他要求、表观特征、夹杂物含量、水分含量、金属总量及金属铜量、铜含量及金属回收率。再生铜原料经检验,结果均符合申报品名所对应技术要求,或虽不符合申报品名所对应技术要求,但均符合大类技术要求的,判定为符合标准,不属于固体废物,可自由进口;任一项及以上检验结果不符合大类技术要求,判定为不符合标准,禁止进口;经鉴别属于固体废物的,按固体废物管理相关规定执行。

In this paper,the standard of recycling copper materials is applied to port cargo inspection.According to different technical requirements and origins,recycling copper materials(HS code:7404000030)are divided into five categories:copper line,copper particles,copper materials,crushed copper and copper-plated white.The inspection items include radioactive contaminant,appearance characteristic,foreign material content,moisture content,total metal content,metal copper content,copper content and metal recycling rate.The material will be identified as recycling copper materials and allowed to be imported if all the experimental results meet the standard of the specific material or at least meet the general standard.Otherwise,it will be considered as unqualified and banned from being imported.The material which is recognized as solid waste will be disposed of according to the special regulatory provisions concerned.
