考虑调频性能考核的储能–机组联合调频控制策略 被引量:29

Control Strategy Considering AGC Performance Assessment for BESS Coordinated With Thermal Power Unit in AGC

摘要 随着电力系统安全稳定运行对频率要求的提升,调频辅助服务市场逐渐完善以吸纳更多优质调频资源。在国内储能体系不完善的现状下,利用储能系统(batteryenergy storage system,BESS)提高常规机组自动发电控制(automatic generation control,AGC)响应能力来提升电厂调频收益成为首要模式。由于AGC性能考核指标综合反映了系统调频要求,因此对储能-机组联合调频提出考虑AGC性能考核的分时段控制策略,合理控制在响应初期、爬坡期、稳定期以及非考核期等不同考核时段的BESS动作时机和动作深度。广州某电厂9.6MW/4.8MW×h电池储能项目实测数据的仿真验证和工程应用效果表明:与满补偿储能控制策略相比,该文所提策略使得综合调频性能提高3~4倍且调频里程增加10%~20%,最终使得电厂调频收益提升10~15倍,进一步可用于减小BESS投资成本,有效提高储能-机组联合调频体的经济效益。 The safe and stable operation of power systems requires more high-quality power regulation resources to be applied in frequency regulation auxiliary service market.Due to the vacancy of rules on reimbursement for battery energy storage system(BESS)alone in China,the combination of thermal power unit and BESS for the AGC frequency regulation get commercial promotion.The AGC performance evaluation index comprehensively reflects the system frequency regulation requirements.Therefore,a time-period partitioning storage control strategy considering performance evaluation standard of AGC power unit was proposed.The timing and depth of storage action were reasonably controlled in different periods,containing initial,climbing,stable and non-assessment periods.Compensation revenue improvement and construction costs reduction were verified with simulation based on measured data.The 9.6 MW/4.8 MW×h BESS project in a power plant at Guangzhou,China,further verified the practicability of the proposed control strategy,which improved the performances by 3~4 times,increased the capacity by 10%~20%and compensation revenue by 10~15 times for the plant comparing with other strategies.
