高校图书馆科研成果“政策新闻影响”评价服务研究--基于美国明尼苏达大学生物医学图书馆的调查

Research on the Evaluation Service of "Policy News Impact" of Scientific Research Achievements in University Library--Based on Investigation in Bio-medical Library of the University of Minnesota

科学研究成果在政策文件制定时被采纳或受到新闻媒体的报道是其影响力的重要体现。美国明尼苏达大学生物医学图书馆的科研成果"政策新闻影响"评价服务成效显著。本文调查该服务开展的目的、服务流程和评价工具等,总结其服务发展的成功经验,提出了我国高校图书馆引入"政策新闻影响"评价服务,挖掘用户科研评价需求,精选政策媒体评价工具,推动服务口碑营销,合理规避服务不足等有效建议。

The adoption of scientific research results in the formulation of policy documents or reports by the media is an important embodiment of its influence. The Biomedical Library of the University of Minnesota has made remarkable achievements in the evaluation service of "policy news impact". This paper investigates the purpose, service process and evaluation tools of the service, summarizes the successful experience of service development, and puts forward some effective suggestions, such as introducing "policy news impact" evaluation service, mining users’ scientific research evaluation needs, selecting policy media evaluation tools, promoting service word-of-mouth marketing, and reasonably avoiding service shortage.
