摘要
对中国环境空气和固定污染源废气生态环境监测分析方法标准发展历程及现状进行了研究,分析现行方法标准存在的问题,提出完善建议,即加快推进缺项污染物方法标准制订工作,部分固定源大气污染物排放标准中明确监测对象及配套方法标准实施机制,加强排放标准和方法标准配套适用性研究,充分考虑环境复杂性,健全生态环境标准样品体系,定期开展监测方法标准实施评估,建立监测方法标准的“全生命周期”管理机制,鼓励社会力量参与标准制订工作等。
Research on the development history and current status of the monitoring and analysis method standards for ambient air and stationary source emission in China,analyzes the problems existing in the current method standards and puts forward suggestions for improvement,that is:to accelerate the standardization of standard methods for shortage projects,to clarify the monitoring objects and support method standard implementation mechanism in some stationary source air pollutant emission standards and strengthen the research on the applicability of emission standards and method standards,to fully consider the complexity of the environment and improve the ecology and environment of reference material system,to conduct regular implementation assessment of monitoring method standards in the standard verification process,to establish a“full life cycle”management mechanism for monitoring method standards,and to encourage social forces to participate in drawing and revising standards.
