“两山”理论实践创新基地实施进展评估方法研究——以江苏省泗洪县为例

Evaluation on Implementation“Two Mountains”Theory in Practice Innovation Base——A Case Study of Sihong County,Jiangsu Province

泗洪县成为第一批“绿水青山就是金山银山”(以下简称“两山”)实践创新基地以来,积极开展“两山”的泗洪实践。为了科学评估“两山”实践创新的实效,构建了“两山”综合评估指数,定量评估了泗洪县“两山”实践的成效。研究结果表明泗洪县“两山”理论实践创新基地实施进展良好,“绿水青山”的生态家底更加殷实,金山银山发展红利不断释放,两山转化的机制体制更加健全,充分发挥了“两山”实践创新基地的典型引领作用。

Sihong County of Suqian City in Jiangsu Province became one of the first group of practice and innovation bases“lucid waters and lush mountains are invaluable assets”,or“Two Mountains”theory,in 2017.Since then,Sihong County has adhered to the construction of“Two Mountains”base as the most critical path to promote the“economic,political,cultural,social,and ecological progress”overall layout and the“four-pronged comprehensive”strategic layout,and actively carried out the practice of“Two Mountains”with Sihong style.In order to scientifically evaluate the effectiveness of the“Two Mountains”practice and innovation,this paper constructs a comprehensive evaluation system,taking 2017 as the base year,quantitatively evaluates the effectiveness of the“Two mountains”practice in Sihong County.The results show that the implementation of the“Two mountains”theory and practice innovation base in Sihong County is progressing well.The ecological base there is more solid,the development dividend is constantly released,and the mechanism of the transformation of the“Two Mountains”theory is more complete,whichgives full play to the platform and leading role of“Two Mountains”practice and innovation base.
