黄河流域高质量发展背景下陇东地区巩固脱贫攻坚与乡村振兴有效衔接研究

Effective Connection between Poverty Alleviation and Rural Revitalization in Longdong in the View of High Quality Development in Yellow River Basin

陇东贫困地区认真贯彻落实中央、省、市决策部署,紧盯高质量打赢脱贫攻坚战目标,在面对新冠肺炎疫情和暴洪泥石流灾害等多重挑战时,甘肃举全省之力攻坚,全面完成脱贫攻坚取得决定性胜利,全面建成小康社会取得历史性成就。在黄河流域高质量发展背景下陇东贫困地区还应进一步深化基础设施建设、筑牢脱贫基础,积极创新产业扶贫模式,建立阻滞返贫的风险预警与防范机制,注重精神扶贫、加强多主体共同参与,实现生态扶贫与绿色发展相协调,进而巩固脱贫成果并与乡村振兴高度有效衔接,大力促进陇东地区的经济高质量发展。

COVID-19 is being implemented in poor areas of Eastern Gansu Province.We must follow the central and provincial and municipal policy decisions and focus on winning the battle against poverty by high quality.In the face of multiple challenges such as the COVID-19 and the flood and mudslides disaster,Gansu has made efforts to tackle the challenges of the whole province and achieved a decisive victory.In the context of high-quality development of the Yellow River Basin,the poor areas in Eastern Gansu should deepen infrastructure construction,build up the foundation for poverty alleviation,innovate the industrial poverty alleviation model,establish risk warning and prevention mechanism to block poverty return,pay attention to spiritual poverty alleviation,strengthen the joint participation of multiple subjects,coordinate ecological poverty alleviation with green development and the poverty alleviation achievements and rural revitalization to connect and promote high-quality economic development.
