目的识别医院信息建设项目外包风险因素并明确其相对重要性,构建风险评价指标体系,为定量评价和管理提供参考和依据。方法依据风险管理等理论形成医院信息建设项目外包风险评价体系初稿,通过两轮德尔菲法调查调整指标体系,使用层次分析法计算各指标权重。结果形成了一套三层指标体系。两轮问卷回收率均大于90%,权威系数大于0.7,Kendall协调系数P<0.01。层次分析各判断矩阵符合一致性检验要求。结论德尔菲法专家权威性高、态度积极、意见协调程度较好,层次分析矩阵可信,指标体系实用性高、科学性好。需要重点关注对承建商的考评和筛选、信息安全和标准化、产品性能风险和维保费用控制等风险来源。

Objective To identify the risk factors in hospital information construction project outsourcing and clarify the importance of them,build an index system on risk assessment of hospital information development outsourcing,provide references for quantitative evaluation and management of risks.Methods Form the first draft of hospital information construction project outsourcing risk assessment indicators based on risk management theory and others;select 25 experts for two rounds of Delphi,then adjust the index system according to the results of the inquiry;calculate the weight of each index according to the AHP.Results The index system has 3 levels.The recovery rate of two questionnaires is greater than 90%,the authority coefficient is greater than 0.7,and the Kendall coordination coefficient of experts is better in the second timewhich P<0.01.Each judgment matrix of the AHP meets the consistency test requirements.Conclusion The experts of the two rounds of Delphi have high authority,positive attitude,and coordinated opinions.The results of AHP are credible.The index system constructed is practical and scientific.Risk sources such as the selection of contractors,information security,product quality and maintenance costs need to be focused on.
