摘要
公安防疫执法体系的构建关系到国家安全。从国家安全角度出发,依托SARA模型的优先排序、及时反馈等特点,针对公安防疫的不同阶段构建一套完整统一高效的公安机关防疫执法体系才能解决重大疫情突发事件过程中法律滞后性带来的弊端。同时只有以法治为核心,构建联动协调机制,构建多元合作体系,将完善监督体制和建立容错机制等措施并举才能推动公安防疫执法体系的进一步完善。
The construction of epidemic prevention and law enforcement system is related to national security.From a national security perspective and relying on the characteristics of prioritization and timely feedback of SARA model,public security organs need to build a set of complete and efficient epidemic prevention law enforcement system according to different stages.Meanwhile,public security epidemic prevention law enforcement system can be further improved by taking the rule of law as the core,building a multi-lateral cooperation,perfecting the supervision system and establishing fault-tolerance mechanism.
