人口老龄化背景下广西城镇职工基本医疗保险费用分析与对策研究

Analysis and countermeasure for urban employee basic medical insurance cost in Guangxi based on the background of aging population

[目的]分析人口老龄化背景下广西城镇职工基本医疗保险基金使用及医疗费用支出情况,为进一步促进广西医疗保障事业的发展提供参考。[方法]通过2013-2017年广西城镇职工医保费用支出情况表和《广西劳动和社会保障事业发展统计公报》收集整理数据,采用SPSS 17.0进行统计学分析。[结果]①2013-2017年广西职工医保基金累计结余从76.76亿元增长到128.76亿元;个人账户累计结余达50%以上;②2013-2017年退休人员的普通门(急)诊医疗费用构成比从42.03%下降为9.30%,但门诊大病和住院的医疗费用构成比一直都在60%以上;③由回归分析可得,普通(急)门诊、住院、门诊大病费用与职工医保基金支出、65岁以上人口占总人口比重、退休人员住院人次和退休人员次均医疗费用呈正相关。[结论]①医保基金累计结余较大,个人账户沉淀较多;②退休人员的医疗费用构成比较大;③城镇职工医保制度与人口老龄化有较大相关性。

Objective To analyze the use and medical expenditure of urban employee basic medical insurance fund in Guangxi under the background of population aging so as to provide reference for further promoting the development of medical security in Guangxi.Methods It collected and cleared up the data through urban employee medical insurance cost from 2013 to 2017 in Guangxi and"Guangxi Labour and Social Protection Development Statistical Bulletin",the statistical analysis was SPSS 17.0.Results 1.From 2013 to 2017,the accumulated balance of Guangxi employees'medical insurance fund increased from 7.676 billion RMB to 12.876 billion RMB.The accumulated balance of personal account was more than 50%;2.From 2013 to 2017,the ratio of retirees*general outpatient(emergency)medical expenses decreased from 42.03%to 9.30%,but medical expenses ratio of outpatient serious disease and hospitalization always was more than 60%.3.According to the regression analysis,the expenses of general outpatient(emergency),hospitalization and outpatient severe illness had positive correlation with the expenditure of employees' medical insurance fund cost,the proportion of the population over the age of 65 in total population,person-time of hospitalized retirees and per average medical expenses of retirees.Conclusions 1.The accumulated balance of medical insurance fund is relatively large,and the individual account as well;2.The ratio of retirees'medical expenses is large;3.There is large correlation between urban employees'medical insurance system and the aging population.
