摘要
针对高比例新能源接入系统将会面临不断增加的运行备用或者辅助服务的需求量问题,着眼于高比例新能源接入情况下,能量市场和备用市场之间的相互影响对备用决策过程的影响、风力发电参与备用、跨区域备用共享等方面,介绍美国和欧洲典型电力市场的运行经验,为中国未来高比例新能源电力系统的辅助服务市场的设计提供有益的启示。
The increasing penetration of the intermittent generation technologies and the reduction in conventional plant capacity will create challenges for the procurement of reserve capacity.Aiming at this issue,introduces the experience of electric market in the United States and European counties from the perspective of the inter-dependence of energy market and reserve market and its effect on the reserve decision process,the participation of wind power in response and reserve market,and cross-region and cross-border reserve sharing.Recommendation are made for the design and operation of China’s reserve market for power system with a high share of renewables.
