中国省级公共图书馆特色数据库重复建设问题:现状、成因及其治理路径

On Problems,Causes and Governance Approaches of Repetitive Construction of Characteristic Databases in Provincial Public Libraries

特色数据库重复日益成为影响我国省级公共图书馆建设和服务效能科学提高的障碍。文章以我国31个省级公共图书馆的536个特色数据库为样本,调查省级公共图书馆特色数据库存在的多种重复现象,对导致特色数据库重复建设的主要原因进行分析。我国应从加强特色数据库建设制度供给、完善公共图书馆评估体系、数字资源共享部门建设、特色数据库建设科学规划等方面减少和避免特色数据库重复建设。

The repetitive construction of characteristic databases in provincial public libraries has increasingly become an serious obstacle,affecting the scientific improvement of construction and service efficiency.The method of network survey is used in this paper to investigate 536 characteristic databases of 31 provincial public libraries in China.There are many kinds of repetitive phenomena of characteristic databases in provincial public libraries and the main reasons for this problem are analyzed.This paper proposes some governance approaches for reducing and avoiding this problem from the aspects of strengthening system supply of characteristic database construction,improving evaluation system of public libraries,establishing the sharing department of digital resources and formulating the scientific plan of characteristic database construction.
