“十四五”构建以新能源为主体的新型电力系统 被引量:59

摘要 在“碳达峰”“碳中和”目标下,新能源产业将迎来高质量、跨越式发展,清洁电力装机占比将大幅提升。然而,如果不能够解决新能源电源消纳问题,以新能源为主体的新型电力生态系统依旧难以形成。本文分析了制约新型电力系统发展的难点,以及各利益相关者关系,提出构建新型电力系统的促进机制。本文认为,以“新能源+储能”为基础的智能微电网模式能够解决分布式发电存在的波动性、间歇性难题,从技术上消除了传统新能源电源有序接入和调控消纳等难题,使得新型电力系统的网络效应得以充分发挥,促进新型电力系统市场体系快速成熟。最后,本文提出了一些具体措施和相关政策建议。 Under the carbon peak and neutrality goals,China's energy structure will be transformed to green and low-carbon at a faster pace.However,the new power ecosystem dominated by new energy is difficult to be formed with the problem of integration of new energy power to electric grid unsolved.This paper analyzes the difficulties restricting the development of the new power system,as well as the relationship between various stakeholders,and puts forward the promotion mechanism of constructing the new power system.This paper proposes that the smart micro grid mode based on“new energy+energy storage”can solve the problems of fluctuation and intermittence existing in distributed generation,and technically eliminate the problems of orderly access and regulation and consumption of traditional new energy sources,so as to give full play to the network effect of new power system and promote the rapid maturity of new power system market system.Finally,this paper puts forward some specific measures and relevant policy suggestions.
