Research on the Measurement and Govemance of Rural Multi-dimensional Relative Poverty

突发的疫情冲击使脱贫攻坚任务更加艰巨,抓住当前脱贫攻坚关键点和难点对实现脱贫攻坚目标意义重大。该研究利用A-F多维模型,基于脱贫机会和风险应对视角测度了新疆贫困地区脱贫机会和风险应对缺失的广度、深度、强度。结果表明:当前脱贫攻坚重点是在降低脱贫机会和风险应对缺失的广度上,而非农发展脱贫机会和外部风险冲击平滑2个维度是当前脱贫攻坚的难点维度,农业发展脱贫机会维度改善不容忽视。在此基础上,提出短期政策应优先考虑增加脱贫机会,消除绝对贫困;长期政策应聚焦风险防控能力提升,以风险防控能力提升稳定脱贫成效,改善相对贫困。

The sudden impact of COVID-19 epidemic has made the task of poverty alleviation more difficult, and grasping the key points and difficulties of the current poverty alleviation is of great significance to achieving the goal of poverty alleviation.The study used the A-F multi-dimensional model to study the multi-dimensional relative poverty in Xinjiang′s rural areas, and expect to measure the breadth, depth and intensity of the multi-dimensional relative poverty based on the perspectives of poverty alleviation opportunities and risk response.The results showed that the current emphasis on poverty alleviation should be focused on reducing the breadth of deficiencies poverty alleviation opportunities and risk response.The two dimensions of non-agricultural development opportunities for poverty alleviation and external risk shock smoothing were the difficult dimensions of the current poverty alleviation, and the dimensions of agricultural development opportunities for poverty alleviation also could not be ignored.On this basis, we thought the short-term policy should give priority to increase the opportunity of poverty alleviation, and eliminate absolute poverty.Long-term policies should focus on improving the ability to prevent and control risks to enhance the effectiveness of stable poverty alleviation, and improve relative poverty.
