基于物质流信息的中国环境生态补偿机制

Research on China′s Environmental Ecological Compensation Mechanism Based on Material Flow Information

十九大在会议报告中明确指出应该建立市场化、多元化的生态补偿机制,为中国当下的环境生态治理及长效管理指明了方向。目前,中国环境生态补偿机制的建设过程中存在法律法规体系缺乏系统性、资金来源渠道单一、实施范围有限等问题。其主要原因包括生态补偿市场化机制不完善、政府投资不到位、缺乏规范的交易平台等。针对当下的现状,可以采用完善生态补偿机制的法律法规、拓宽生态补偿融资的渠道、扩大生态补偿范围等措施,该研究进一步完善了环境生态机制的建设工作。

The report of the 19th National Congress of the Communist Party of China pointed out that a market-oriented and diversified environmental and ecological compensation mechanism should be established,which pointed out the direction for my country′s current environmental and ecological governance and long-term management.At present,there are problems in the construction of my country′s environmental and ecological compensation mechanism,such as lack of systemic law and regulation system,single source of funds,limited scope of implementation,and single method.The main reasons include the imperfect market mechanism of ecological compensation,insufficient government investment,and lack of a standardized trading platform.In view of the current status quo,measures could be taken to improve the relevant laws and regulations of the ecological compensation mechanism,broaden the financing channels of ecological compensation,and expand the scope of ecological compensation.This study had further improved the construction of the environmental ecological mechanism.
