国内外典型湾区发展经验对辽宁沿海经济带建设的启示

Enlightenment of the Development Experience of Typical Bay Areas at Home and Abroad to the Construction of Liaoning Coastal Economic Zone

辽宁沿海经济带是经国务院批准纳入国家战略的规划发展区域,地处辽宁南部沿海,辐射东北地区,是带动辽宁乃至东北振兴的巨大引擎。介绍了国际三个著名湾区和我国新建的粤港澳湾区建设的现状和成功经验,总结出湾区要成功发展必须要实现政府与市场的通力合作;建立统筹协调机制,完善多中心治理下的组织模式;提升高校院所对全湾区发展的扶持作用;建立企业准入"负面清单",推动产业结构生态化升级以及立体推进生态环境建设等意见。为辽宁沿海经济带发展提供政策参考,进而推动东北地区振兴。

The Liaoning Coastal Economic Zone is a planned development area approved by the State Council and incorporated into the national strategy. Located on the southern coast of Liaoning Province, it radiates the Northeast region, and is a huge engine to promote the revitalization of Liaoning and even the northeast China. This paper introduces the present situation and successful experience of the construction of three famous international bay areas and the newly-built Guangdong, Hong Kong and Macao Bay areas in China. Successful development of the Bay area requires full cooperation between the government and the market;the establishment of an overall coordination mechanism to improve the organizational model under multi-center governance;the promotion of the role of colleges and universities in supporting the development of the Bay Area;the establishment of a "negative list" of enterprise access to promote the ecological upgrading of industrial structure and three-dimensional promotion of ecology. The suggestions can provide reference for the development of Liaoning coastal economic zone. This paper tries to provide policy reference for the development of Liaoning coastal economic zone, and then promote the revitalization of Northeast China.
