“十三五”时期广州开发区国际科技创新合作的探索与实践

Exploration and Practice of International Scientific and Technological Innovation Cooperation in Guangzhou Development Zone During the 13^(th)Five-Year Period

"十三五"时期是我国经济社会发展向创新驱动转型的关键时期,国际科技创新合作是促进区域协同创新发展的重要手段。"十三五"时期,广州开发区围绕国际科技创新合作展开的工作主要有区国际科技合作专项布局实施、国际科技创新资源对接、国际合作平台搭建、境外创新人才引进等四个方面。基于当前实践中存在的不足,从完善专项科技管理体系、拓展国际合作广度和深度、构建国际合作服务体系等三个方面提出建议,为广州开发区开放创新助推高质量发展提供施策参考。

The 13th Five-Year Period is a key period of economic and social development to innovation-driven transformation in China,while international scientific and technological innovation cooperation is an important means to promote regional collaborative innovation and development.During the 13^(th)Five-Year Period,Guangzhou Development Zone works around international scientific and technological innovation cooperation,mainly including the layout of regional international scientific and technological cooperation special,connecting international scientific and technological innovation resources,building platforms for international cooperation and introducing overseas innovative talents.Based on the shortcomings in the current practice of Guangzhou Development Zone,this paper puts forward three aspects of suggestions in improving the science and technology management system,expanding the breadth and depth of international cooperation and building the international cooperation service system,in order to provide reference for Guangzhou Development Zone’s open innovation to promote high-quality development.
