农业类中文核心期刊基金项目多项标注的调查与防范——基于131刊3268篇论文

Investigation and Prevention of Multiple Labelling of Fund Projects in Agricultural Chinese Core Journals:Based on 3268 Papers Published in 131 Journals

以131种农业类中文核心期刊为研究对象,调查各刊2020年第1期发表论文中基金项目多项标注情况,结合各刊投稿指南相关规定,找出存在问题并提出对策。结果表明:(1)131种期刊的平均基金论文比高达96.2%,其中"S2农业工程类"期刊达到基金项目论文全覆盖。(2)刊均基金项目数为2.4个,以"S3、S5农学(农艺学)、农作物类"和"S9水产、渔业类"期刊标注项目数最多,分别为3.04个和2.85个。(3)标注基金项目最大数在2~5个的期刊共61种,占调查刊数的46.6%,其中标注5个项目的期刊最多(33种);标注基金项目最大数≥8个的期刊有25种,占调查刊数的19.1%,存在虚挂、乱挂现象;标注基金项目最大数≤4个的期刊共28种。(4)各刊投稿指南对项目标注数量均未作出明确规定。建议编辑部应客观公正评价论文学术价值,明确规定基金项目标注细则,加强基金项目审核;资助机构应完善基金项目管理制度,将单篇论文标注项目的平均数纳入绩效评价体系。

Taking 131 kinds of agricultural Chinese core journals as the research object,this paper investigates the multiple labelling of the fund project in the papers published in the first issue of 2020,finds out the existing problems and puts forward the countermeasures combined with the relevant provisions of the contribution guide for each publication.The result shows that:(1)The average ratio of papers with fund project among the 131 journals is 96.2%and“S2 Agricultural Engineering”journals have the full coverage of fund project papers.(2)The number of fund projects per journal is 2.4,and the number of labelled projects of“S3,S5 Agronomy,crops”and“S9 Aquaculture,fishery”journals is the largest,which is 3.04 and 2.85 respectively.(3)There are 61 journals with the maximum number of fund projects of 2~5,accounting for 46.6%of the selected journals,among which the number of journals with 5 fund projects is the most(33);25 journals with the maximum number of fund projects of 8,accounting for 19.1%of the selected journals,indicates the phenomenon of false and wrong hanging;there are 28 journals with the maximum number of fund projects of 4 or less.(4)The number of fund projects labelled in papers is not clearly specified in the contribution guide for each publication.The paper suggests that the editorial department should evaluate the academic value of the paper objectively and fairly,specify the detailed rules of fund project labelling,strengthen the fund project audit;and the funding institutions should improve the fund project management system,especially including the average number of the projects labelled in a single paper into the performance evaluation system.
