我国科研机构创新发展政策研究

Innovation and Development Policy Research of Scientific Research Institutions in China

为破除科研机构改革发展体制机制桎梏,推动科研机构创新实力全面提升,在分析我国科研机构整体发展水平、创新投入及创新产出的基础上,梳理我国推动科研机构分类改革、运行管理机制改革、人事管理制度改革、科技成果转化机制改革、绩效评价等方面的政策措施,发现我国科研机构存在法人定位不明晰、人才引育及科研经费管理机制有待完善、科技成果转化不顺畅等问题,并提出扩大科研机构自主权、持续推动分类改革、完善人才管理机制、推动科技成果所有权改革、开展绩效评价工作等方面对策建议。

In order to break down the shackles of reform and development of scientific research institutions and promote the innovation strength of scientific research institutions comprehensively, this paper analyzes the overall level of development, innovation input and innovation output of scientific research institutions in China, sorts out the promoting policy measures from the aspects of the classification, the operation and management mechanism, personnel management system, transformation mechanism of scientific and technological achievements and the evaluation of performance of scientific research institutions. The paper finds that there are some problems such as the unclear positioning of legal entity, the imperfect mechanism of talent induction and scientific research funds management, and the hindered transformation of scientific and technological achievements, then puts forward countermeasures and suggestions like expanding the autonomy of scientific research institutions, continuously promoting the reform of classification, improving the mechanism of talent management, promoting the reform of ownership of scientific and technological achievements and conducting performance evaluation.
