Strategic Analysis on Marine Development by Reliance on Science and Technology in Guangdong

近年来,广东在海洋领域大力推动科技创新,科技兴海工作取得良好成效,集聚了一批海洋创新主体,初步搭建海洋科技人才培育体系,海洋科研经费投入不断加大,涌现一批海洋科技成果。通过对广东科技兴海主体建设、人才发展等方面的分析,发现广东科技兴海工作面临人才培育力度不足、创新主体不健全、对外合作途径缺乏、创新环境较为落后等问题。在适应新发展阶段、贯彻新发展理念、构建新发展格局的背景下,提出广东应紧抓国内外机遇,从战略性平台建设、海洋科技载体发展、人才智力支持、加大海洋科研投入、完善海洋创新制度等多方面协同推进科技兴海,为广东建设海洋强省提供支撑。

In recent years, Guangdong has vigorously promoted scientific and technological innovation in the field of marine development, the work of marine development by reliance on science and technology has achieved good results, like gathering a group of marine innovation subjects, building the marine science and technology talent cultivation system, increasing the investment in marine scientific research and emerging a number of marine scientific and technological achievements. Through the analysis of subjects construction and talent development of marine development by reliance on science and technology in Guangdong, this paper finds that Guangdong􀆳s marine development work faces problems such as insufficient talent cultivation, imperfect innovation subject, lack of ways of foreign cooperation and backward innovation environment. On the background of new development stage, new development concept and new development pattern, the paper suggests that Guangdong should seize domestic and foreign opportunities to improve the marine development by reliance on science and technology from the aspects of strategic platform construction, marine science and technology carrier development, intellectual support of talents, more investment in marine scientific research and marine innovation system improvement, in order to help Guangdong to become a strong marine province.
