随着我国经济进入新常态发展阶段,深化体制机制改革、加快实施创新驱动发展已上升到战略高度。体制机制改革不仅是科研院所的主要任务和趋势,也是激发科研院所活力、推进协同创新和促进科技成果转化的关键。但随着改革的深入,如何把握新常态下体制机制改革的新特点和新要求,建立一套合理有效的科研院所绩效评价指标体系,实现“以评促建,评建结合”,对推动科研院所发展,提升竞争力具有重要的理论和现实意义。
