公共服务设施专项规划是优化公共服务资源要素配置的重要工具,相关专项规划编制和传导机制等内容亟待探索与明确。文章通过梳理城乡规划体系下公共服务设施专项规划面临的编制主体多元、编制深度不一、传导路径不清的困境,总结出国土空间规划体系下公共服务设施专项规划编制的"底图底数""传导衔接""全周期管理"思维,并提出在规划编制层面,公共服务设施专项规划需以现状摸底评估为基础,厘清空间性内容编制要点,明确规划成果审查要点;在规划实施层面,要建立健全国土空间规划"一张图"管理、规划成果联动审查及动态维护机制,保障公共服务设施专项规划内容传导落实的建议。

Public service facilities specialty planning deals with the rational distribution of land for education,medical care,culture,sports,old-age,funeral and other facilities.As a part of national land and space planning system,its compilation and implementation transmission mechanism needs to be explored and clarified immediately.The study found:(1)In the past,public service specialty plans under the urban and rural planning system had problems such as multiple compilation subjects,different compilation depths,and unclear transmission paths;(2)national land and space planning system emphasizes the fundamental role of the status quo,and pays attention to planning transmission,connection,and full-cycle management;(3)At the planning stage,public service specialty plan must be based on the current situation assessment,clarify the main points of the planning content and results review;(4)At the planning implementation stage,it is necessary to establish and improve the management of the"one map"of national land and space planning,the linkage review of planning results,and a dynamic maintenance mechanism to ensure the implementation of the public service specialty plan.
