摘要
大都市有着复杂的城市轨道交通系统,地铁作为其重要组成部分,对人们的出行活动产生重要的影响,为了使地铁能够更高效更安全地为人们服务,就必须要对地铁应对突发事件的应急管理能力进行评价。首先基于罗伯特希斯的危机管理中的4R理论,建立多层次地铁应急能力的评价体系;其次使用层次分析法,计算确定了整个的各个评价指标要素的权重值;最后运用模糊综合评价法对南京市地铁应急管理能力进行了评价,结合应急能力评级表,计算出南京市地铁应急管理能力水平处于“好”的水平,并据此得出一系列具有参考价值的意见和建议。
Metropolis has a complex urban rail transit system.As an important part of it,the subway has an important impact on people’s travel activities.Therefore,in order to enable the subway to serve us more efficiently and safely,it is necessary to deal with sudden changes in the subway.Based on Robert Heath’s 4R theory in crisis management,this paper establishes a multi-level subway emergency capability evaluation system.Then,the analytic hierarchy process used,the weight value of the entire evaluation index elements is calculated and determined;finally,the fuzzy comprehensive evaluation is used to evaluate the emergency management capability of Nanjing subway.with the emergency capability rating table combined,it’s calculated that the emergency management capability of Nanjing subway was at the“medium”level,and based on this,opinions and suggestions with reference value were obtained.
