引导我国科技工作者在国内期刊发表论文的策略

Strategies of guiding Chinese sci-tech workers to publish papers in China’s journals

当前我国科技论文外流现象严重。论文外流的主要原因是高校科研院所学术评价机制偏向于被SCI、EI等检索的国际期刊论文。我国已意识到国内期刊发展的重要性和必要性,倡导把论文写在祖国大地上。为了引导我国科技工作者将优秀论文发表在国内高质量期刊上,实现我国建设世界一流期刊强国的计划,本文提出了引导策略,包括结合论文引证标准化指数(PCSI)建立合理的学术评价机制,编委团队和青年专家带头在国内高质量期刊发表论文,拓展国内期刊运营模式,建立期刊论文奖励机制,以及编辑挖掘国内优秀论文等。

Currently,the phenomenon of Chinese scientific papers outflow is very serious.The main reason for the outflow of papers is that the academic evaluation mechanisms of scientific research institutes and universities biased towards international journal papers indexed by SCI and EI.China has realized the importance and necessity of the development of its own journals,and advocates to write papers on the motherland.In order to guide Chinese scitech workers to publish excellent papers in Chinese high-quality journals,this research proposed some strategies including establishing a reasonable academic evaluation mechanism combined with the Paper Citation Standardized Index(PCSI),taking the lead in publishing papers in Chinese high-quality journals by editorial board experts and young experts,expanding journal operation models,building a reward mechanism for journal articles,and attracting domestic authors’papers.
