疫情视角下的公安机关家庭暴力干预--以浙江省S地区为例

On the Interference of Public Security Organs in Domestic Violence during the Period of COVID-19 Pandemic——Take S City in Zhejing Province as an Example

新冠肺炎疫情下居家隔离政策的实施旨在保护公民的健康,却在一定程度上带来家庭暴力案件的上升。文章选取浙江省S地区为实证研究对象,从报警率、报警内容、家庭暴力行为的严重程度以及报警人身份等角度分析疫情期间家庭暴力案件的变化及原因。作为干预家庭暴力的重要参与者之一,公安机关起着防范和阻止家庭暴力行为发生和升级的关键作用。新冠疫情短时间难以消除,在持续存在的威胁和未来捉摸不定的灾难面前,此次疫情可能为公安机关干预家庭暴力提供了新的视角。

The implementation of the quarantine policy during the period of Covid-19 pandemic was intended to protect the health of citizens,but to some extent brought about an increase in domestic violence cases.The author analyzes the changes and reasons of domestic violence cases during the corona virus from the angle of alarm rate,alarm content,severity of domestic violence and the identity of the informer.As one of the important participants in the intervention of domestic violence,public security organs play a key role in preventing the occurrence and escalation of domestic violence.The Covid-19 pandemic is difficult to eliminate in a short time,in the face of persistent threats and uncertain future disasters,the outbreak of the corona virus may provide a new perspective for public security organs to intervene in domestic violence.
