The Management Mechanism and Application Mode of Transportation Government Information Resource Sharing

为解决交通运输政务信息资源共享过程中各参与方权责不清、管理要求无法有效落地问题,以管理机制和应用模式作为核心要素,梳理政务信息资源共享管理理论框架。在此基础上,从用户管理机制、共享业务工作机制、监督与保障机制三个维度研究我国交通运输政务信息资源共享管理机制;采用以分布式计算为基础,行业基础数据为主线的交通运输政务信息资源共享应用技术模式建设资源共享平台,并设计了资源共享平台上各政务部门间资源共享工作标准流程。研究成果将进一步提升交通运输政务信息资源共享管理效率。

In the process of transportation government information resource sharing, the rights and responsibilities of all participants are unclear and management requirements implement ineffectively. In order to solve the problems above, this paper took the management mechanism and application mode as the core elements, and sorted out the theoretical framework of government information resource sharing management. On this basis, this paper studied the management mechanism of Chinese transportation government information resources sharing from three dimensions, i.e., user management mechanism, sharing business mechanism, supervision and guarantee mechanism. Based on distributed computing, the application technology mode of transportation government information resources sharing based on the basic data was adopted to build the resource sharing platform, and the standard process of resource sharing on the resource sharing platform was designed. The results will further improve the management efficiency of transportation government information resource sharing management.
