摘要
针对非单一产品公开招标的废标原因,应用概率分析方法,提出设置核心产品数量的判定方法,编写了可以计算不废标概率的程序。通过结合采购经验和市场调研数据,可自动计算出不废标概率,定量分析核心产品数量设置的合理性。通过合理设置核心产品数量,可减少不同供应商投同一品牌引起的废标。一般情况下只设置1个核心产品;市场竞争充分,核心产品品牌数大于5个时,可以设置2个核心产品。通过对因政策理解有误引起废标的案例分析。采购人、采购代理机构、评标专家,在采购需求拟定,采购文件编制环节,评审环节中都带来废标风险,各方应共同努力减少废标,提高采购效率。
It is necessary to analyze the cause of the scrap in the public bidding for non-single products.Non-single product procurement is common in government procurement.By means of probabilistic analysis the determination method of core product quantity is put forward.A program is written to calculate the probability of not being rejected.By combining purchasing experience and market research data,the probability of non-rejection can be calculated automatically.Through quantitative analysis of the rationality of core product quantity setting,the bidding failure caused by different suppliers for the same brand can be reduced.Generally,only one core product is set.When the market competition is sufficient and the number of core product brands is more than 5,two core products can be set.In addition,the case of invalidation caused by the deviation of policy understanding is analyzed.The purchaser,procurement agency and bid evaluation experts all bring risks of bid abandonment in the process of procurement demand formulation,procurement document preparation and evaluation.All parties shall make joint efforts to reduce risks of bid abandonment and improve procurement efficiency.
