摘要
规划许可公示是公众在规划实施阶段参与决策的重要途径。文章首先梳理各地规划许可公示的类型和时间点选择、公示的内容深度和图纸精度、公示的渠道和意见征集方式,以及各地在规划许可公示的意见采信等方面的做法及差异;其次,指出当前规划许可公示存在法律法规依据不充分、利害关系人缺乏界定标准、内容可读性不佳且深度不足、渠道缺少针对性选择及采信流于形式等问题;最后,从加强法规制度建设、明确利害关系人界定标准、规范和深化规划许可公示内容、采用多样化公示渠道及购买第三方服务5个方面提出优化策略。
Planning permission publicity is an important way for the public to participate in decision-making during the planning implementation phase.Firstly,the paper sorts out the practices and differences of various regions in the selection of types and timing of the planning permission publicity,the content depth and the accuracy of the drawings,the way of publicity and the way of soliciting opinions,and the situation of public opinion acceptance.Then,it pointed out that there are problems such as inadequate laws and regulatory basis,lack of defined standards for stakeholders,poor readability and depth of content,lack of targeted selection of channels,and the formalization of publicity opinion acceptance.Finally,it proposes optimization strategies from five aspects:strengthening the construction of laws and regulations,clarifying the standards for defining stakeholders,standardizing and deepening the content of publicity,adopting various publicity channels,and purchasing third-party services.
