省级历史风貌保护管理体系研究--以福建省历史风貌保护管理体系为例

A Study on Historical Feature Conservation and Management System at Provincial Level:Fujian Case

在国家体制机制调整后,住建部门成为各省市历史风貌保护的牵头部门,有必要重新梳理现有的省级管理体制机制。如何搭建一个执行有效的系统管理体系,将历史风貌保护管理体系与新型城市体制相结合,避免规划与实施脱节,是历史风貌保护工作需要探索的关键内容之一。文章以福建省历史风貌保护管理体系建构实践为例,梳理了福建省历史风貌保护实践中存在的问题,并提出优化方案,即通过进一步明确领导小组保护职责、延伸执行部门至乡镇街道层级、强化专家支撑等策略,以期建构具有更高层面统筹、更强有力落实、更科学有效的福建省历史风貌保护管理体系,为整个省级历史风貌保护工作服务。

Housing and urban-rural construction bureau has become a leading department in historical feature preservation.A review of current mechanism at provincial level towards an effective system is imperative to integrate old and new systems and promote planning implementation.With the practice of establishing historical conservation management system in Fujian province,the paper concludes problems and puts forwards optimization proposal:clarifying the responsibilities of team leaders,expanding responsible departments to street level,and strengthening expert support,in order to establish a provincial historical feature conservation and management system that serves the whole province.
