高校资产管理专业化和信息化探讨

On the Specialization and Informatization of Asset Management in Colleges and Universities

固定资产是高校公共事务和教学科研的物质基础,固定资产管理目前还普遍存在管理制度不完善,系统性不强和信息化水平落后的问题。因此,改进高校固定资产的管理办法和信息化系统,对高校的发展具有重大的意义。文章从健全高校资产管理体系角度出发,讨论制度专业化和系统信息化两个方面的资产管理改进措施。一方面完善人员制度建设,明确责任主体,提高专业水平,另一方面加强信息化系统的全面性、同步性和透明性平台建设。以上针对性的对信息化和专业化的组织建设,可以有效提升高校固定资产系统管理效率和组织水平,对实现学校资产管理可持续发展具有重要的现实意义。

Fixed assets are the material basis of public affairs,teaching and research in colleges and universities.At present,there still exist such problems as imperfect management system,weak systematicness and backward informatization level.Therefore,it is of great significance for the development of colleges and universities to improve the management methods and information system of fixed assets in colleges and universities.From the perspective of perfecting the asset management system in colleges and universities,the improvement measures of asset management from the two aspects of system specialization and system informatization are discussed.On the one hand,the construction of personnel system is perfected to define the subject of responsibility and improve the professional level.On the other hand,the comprehensive,synchronous and transparent platform construction of information system is strengthened.The above targeted organization and construction of informatization and specialization can effectively improve the management efficiency and organization level of the system of fixed assets in colleges and universities,which is of important practical significance to realize the sustainable development of asset management in colleges and universities.
