摘要
作为我国北方第一个综合改革试验区和国家级新区,天津滨海新区14年改革创新之路并不平坦,从新区概念提出到成为国家支持的发展区域就用了20年时间,直到2006年“十一五”规划才明确提出“推进天津滨海新区开发开放”,从法定程序层面上确立了滨海新区开发开放的国家发展战略地位。14年的发展创造了许多可推广的改革创新举措,也有不少经验值得总结。本文从体制机制改革和方式方法创新两个维度,对新区14年发展进行回顾,总结发展经验与教训,为未来可持续创新发展提供思路。
As the first comprehensive reform pilot area and state-level new area in northern China,the 14-year reform and innovation of Tianjin Binhai New Area has not been smooth.It took 20 years from conception to a state-supported development area.It was not until the 11 th Five-Year Plan in 2006 that“promoting the development and opening of Tianjin Binhai New Area”was clearly proposed,which established the national development strategy position of the development and opening of Binhai New Area from the legal procedure level.14 years development has created many reform and innovation measures that can be promoted,and also lots of experience worth summarizing.This article reviews the 14-year development of Tianjin Binhai New Area from two dimensions,i.e.,the reform of system and mechanism and the innovation of mode and method,summarizes the development experience and lessons,thus,to provide ideas for future sustainable and innovative development.
