从两起突发事件看应急处置职能整合

Viewing the integration of emergency response functions from two emergencies

本文通过对比分析突发事件处置过程,基于管理基本要素和法约尔管理行为要素理论,构建突发事件应急处置分析框架。在分析框架的基础上,以“8·12”天津港爆炸事故、“11·3”金沙江白格堰塞湖事件为例,从应急决策规划与组织指挥、应急救援组织与协调和舆情管控与引导等维度进行解析。结果表明:在应急管理部组建之后,突发事件应急处置职能的整合效应越来越明显,安全治理体系与治理能力现代化建设日趋完善。

Through comparative analysis,this paper constructs an analysis framework for emergency response based on the basic elements of management and Fayol’s theory of management behavior elements.On the basis of the analysis framework,the Tianjin Port explosion accident on August 12 and Jinsha River Baige barrier lake accident on 11.3 are used on the basis of the analysis framework.Taking the Jinsha River Baige barrier lake incident as examples,we analyze it from the dimensions of emergency decision-making planning and organization and command,emergency rescue organization and coordination,and public opinion control and guidance.The results show that after the emergency management department establishment,the integration effect of emergency response functions has become more and more obvious,and the modernization of the safety governance system and governance capabilities has become more and more perfect.
