海洋资源高水平保护高效率利用管理对策研究——以广东省为例

Research on Management Countermeasures of High-Level Protection and Efficient Utilization of Marine Resources--A Case Study of Guandong Province

海洋资源开发利用质量与海洋经济高质量发展、海洋生态文明建设密切相关。广东是海洋大省,海洋资源开发利用是助推省域经济高质量发展的重要基础支撑。文章通过分析广东省海洋资源开发利用现状和特征,揭示了在海洋资源开发利用规划布局、开发利用方式、历史遗留问题处理、市场化资源配置、生态环境保护与法规保障等方面制约广东省海洋资源高效利用的关键因素。基于广东省自然资源高水平保护高效率利用示范省的建设目标,从政府政策引导与制度建立、资源市场开发与配置模式两个层面,对广东省海洋资源保护与利用管理提出建议。

The quality of marine resources development and utilization is closely related to the high-quality development of marine economy and the construction of the marine ecological civilization.Guangdong is a large marine province,and the development and utilization of marine resources is an important basic support for the high-quality development of the provincial economy.The article analyzes the current situation and characteristics of the development and utilization of marine resources in Guangdong Province,and reveals the crucial factors restricting the efficient utilization of marine resources in Guangdong Province from the aspects of planning and layout for the development and utilization of marine resources,development and utilization mode,handling issues left over from history,market-oriented resource allocation,and ecological environment protection and legal guarantee.Based on the goal of constructing Guangdong Province as the demonstration province of high-level protection and efficient utilization of natural resources,the article puts forward suggestions on the protection and utilization management of marine resources in Guangdong Province from two aspects of government policy guidance and system establishment,resource market development and allocation mode.
