对韩人民币现钞跨境调运业务可行性研究--以吉林省延边州为例

Feasibility Study on Cross Border Transfer of RMB Notes to South Korea——Taking Yanbian Prefecture of Jilin Province as an Example

吉林省延边州与俄罗斯、朝鲜接壤,与韩国毗邻相望,借助得天独厚的地理优势,延边州先后与俄罗斯、朝鲜开展了人民币跨境调运业务。在对韩方面,由于双边现钞需求规模不匹配、韩元单方面现钞沉淀现象严重、双边银行运营成本不对称等方面的阻力,对韩人民币跨境调运业务阻力重重。因此,应加强中韩政府间协商力度,提升双边货币需求,建立区域性人民币现钞交易中心,健全在韩人民币支付结算体系,以此推进对韩人民币跨境调运业务顺利开展。

Yanbian Prefecture of Jilin province borders Russia and North Korea,and faces south Korea.With the help of its unique geographical advantages,Yanbian Prefecture has successively carried out RMB cross-border transportation business with Russia and North Korea.In terms of South Korea,there are many obstacles in RMB cross-border transportation business due to the mismatch of bilateral demand for cash,the serious precipitation of Korean won’s unilateral cash and the asymmetry of operating costs of bilateral banks.Therefore,we should strengthen the negotiation between the governments of China and South Korea,enhance the bilateral currency demand,establish a regional RMB cash trading center,and improve the RMB payment and settlement system in South Korea,so as to promote the smooth development of RMB cross-border transportation business to South Korea.
