摘要
针对复合型历史地区房屋产权复杂、更新成本高企、社会矛盾突出的困境,以天津小白楼5号地城市设计为例,房屋产权分置为切入点,提出"三权分置"机制,有效降低保护更新成本、保障各方利益共享;配套相关政策、构建一体化行动平台,保障更新的有效实施;在此基础上,持续开展小尺度、渐进式的空间微更新设计与控制。
Targeting at the problems such as complicated property rights within mixed historic districts,high costs of urban regeneration,dilemmas of outstanding social contradictions,etc.,this paper uses the example of Xiaobailou No.5 District in Tianjin to elaborate on the core mechanism of‘separation of three rights’to effectively reduce the regeneration cost while warranting shared interests of stakeholders,starting with the division of property right as an entry point.It requires formulation of relevant policies and construction of an integral platform for action to guarantee effective implementation of regeneration.
