摘要
本研究采用定量分析与定性分析相结合的方法,通过对"人社服务标兵"报道的质性内容分析和对人社基层服务人员问卷调研的定量分析,构建了人社公共服务人员的胜任力模型,该模型由知识技能、个性品质、服务态度、服务应对能力、服务管理能力5个维度22个条目构成。该胜任力模型可为提升人社公共服务队伍能力水平提供理论指导。
This study adopts the study method of combining quantitative analysis and qualitative analysis,constructs a competency model of human resource and social security public service personnel through the qualitative content analysis of the report of"human resource and social service pacesetter"and the quantitative analysis of the questionnaire survey of human resource and social grass-roots service personnel,which consists of 22 items in 5 dimensions,including knowledge and skills,personality quality,service attitude,service coping ability and service management ability.The competency model can provide theoretical guidance for improving the ability level of the human resource and social security public service team.
