乡村建设评价指标体系构建及实践研究--以某省三县乡村建设评价为例

Construction and Practice Research on Evaluation Index System of Rural Construction--Taking the evaluation of rural construction in three counties in one province as an example

党的十九届五中全会指出,要全面推进乡村振兴,加快农业农村现代化,实施乡村建设行动。目前,我国对各地乡村建设情况的认知不清楚、不全面,不利于我国乡村建设的进一步推进。本文立足于我国乡村建设、村镇发展现状及存在问题,依照国家和地区基本发展原则,构建了由五大核心目标组成的乡村建设评价指标体系,详细划分了具有突出性评价代表的46个核心指标和22个支撑性指标。同时,结合某省三县乡村建设评价试点工作,通过建立科学的评价方法,对试点县乡村建设情况进行系统全面的评估,并提出下一步工作建议。

The Fifth Plenary Session of 19th Central Committee of Chinese Communist Party pointed out that it is necessary to comprehensively promote rural revitalization,accelerate agricultural and rural modernization,and implement rural construction activities.At present,the understanding of rural construction situation in various regions is not clear and comprehensive,which is not conducive to the further advancement of rural construction.Based on the development status and existing problems of rural construction of villages and towns in China,this paper constructs a rural construction evaluation index system composed of five core goals in accordance with the basic development principles of the country and region,and divides 46 core indicators and 22 supporting indicators as evaluation representatives.At the same time,in conjunction with the evaluation pilot work of rural construction in three counties in one province,through the establishment of scientific evaluation methods,a systematic and comprehensive evaluation of the rural construction in the pilot counties was carried out,and further work recommendations were put forward.
