数字文化视域下智慧治理的变革与发展

The Change and Development of Smart Governance from the Perspective of Digital Culture

推进国家治理体系和治理能力现代化需要智慧治理。基于数字技术的智慧治理驱动人类迈向以“智慧治理”为支撑的智慧社会,并对社会治理中的社会文化主题,如身份、社区和归属感产生了深远影响。数字文化视域下,智慧治理呈现出从追寻“数字化”治理的有效性到注重“数智化”治理的合法化、从“虚拟社区”到相互依赖的“社会关系网络”的治理、从“信息互联”到“价值互联”的互信社会的治理三方面的变革与发展。在智慧治理变革和发展中,衍生出“离群文化”风险、“匿名文化”风险与“开放文化”风险。但是,智慧治理存在的风险或将通过区块链技术的共识性、安全性和互信度等技术与文化特征实现有效规约。在此基础上,提出智慧治理助推治理体系和治理能力现代化的有效路径,即倡导有温度的智慧治理理念,推动数字文化价值内核的嵌入;完善多元主体与技术互构的协同关系结构,建设数字文化视野下的角色互动机制;搭建智慧治理平台,提升智慧治理的数字文化风险应对能力。

Promoting the modernization of the national governance system and governance capabilities requires smart governance.Based on digital technologies,smart governance drives mankind towards a smart society,and has a profound impact on social and cultural themes in social governance,such as identity,community,and sense of belonging.From the perspective of digital culture,smart governance presents three aspects of change and development,namely,from seeking the effectiveness of“digital”governance to focusing on the legalization of“digital intelligence”governance,from“virtual communities”to“interdependent social relations”,and the governance of the network and the governance of a society of mutual trust change from“information interconnection”to“value interconnection”In the transformation and development of smart governance,risks of“outlier culture”,“anonymity culture”and“open culture”are derived.However,the risks of smart governance may achieve effective regulations through the technical and cultural characteristics of blockchain technology such as consensus,security,and mutual trust.On this basis,the paper proposes an effective path for smart governance to promote the modernization of the governance system and governance capabilities,advocating the concept of smart governance with warmth,and promoting the embedding of the core of digital culture value;constructing the collaborative relationship structure between multiple subjects and technology mutual construction,and building a role interaction mechanism from the perspective of digital culture;building a smart governance platform to improve the ability of smart governance to respond to digital cultural risks.
