公共安全事件背景下韧性社区规划思考

Reflection on Resilient Community Planning in the Context of Public Security Incidents

社区作为城市发展的基本组成单位,其发展状况与整个社会息息相关。目前,公共安全事件下社区的抵抗力、适应能力及恢复能力是研究的热点。通过对国内外关于韧性社区的研究梳理,同时分析社区在公共安全事件下可能出现的问题:自组织能力不强、空间韧性较弱、设施韧性不强、资本韧性不足等方面的问题,从社区服务与管理体系、社区设施的规划、社区公共空间规划等方面提出韧性社区规划的部分策略及建议,希望给相关政府及研究者提供参考价值。

As the basic unit of urban development,community development is closely related to the whole society.At present,the community’s resistance,adaptability and resilience under public security incidents is a hot research topic.Through combing the research on resilient community at home and abroad,this paper analyzes the problems that may appear in the community under the public security events:weak self-organization ability,weak spatial resilience,weak facility resilience,insufficient capital resilience,etc.,and puts forward some strategies and suggestions on resilient community planning from the aspects of community service and management system,community facilities planning,community public space planning,hoping to provide reference for the relevant governments and researchers.
