政策工具视角下知识价值导向的科研创新激励政策分析及建议——以山西省为例

Policy Tools to Stimulate the Innovation and Entrepreneurship Enthusiasm of Scientists:A Policy Text Analysis Based on the Policy of Increasing Knowledge Value in Shanxi Province

对科研人员的创新激励是当前社会各界关注的焦点问题,中办、国办出台了《关于实行以增加知识价值为导向分配政策的若干意见》,全国各省份也都响应出台了科研激励政策。以山西省已出台的一系列推动实行以增加知识价值为导向分配的15份政策文件作为研究样本,对其进行编码后,按照政策工具分析框架从供给面政策工具、需求面政策工具与环境面政策工具3个层面对样本文件进行文本分析。研究结果表明,山西省科研创新激励政策保持传统政策制定模型且框架体系已初步建立,但各层面政策工具结构不均衡,仍存在政策过溢和政策缺失问题。据此提出丰富发展需求面政策工具,保持供给面政策工具结构平衡、优化环境面政策工具内部比例,推进智库建设与政策创新等3方面的建议。

Innovation incentive for scientific researchers is the focus of attention of all sectors of the society at present.The general office of the Central Committee and the general office of the State Council issued Several Opinions on the Implementation of the Policy of Increasing the Value of Knowledge Oriented Distribution,and provinces across the country also responded to the introduction of the scientific research incentive policy.In this paper,a series of 15 policy documents are used as research samples,which have been issued in Shanxi province to promote the implementation of knowledge value-added oriented distribution.After coding them,according to the framework of policy tool analysis,the paper analyzes the sample documents from three levels:supply side policy tool,demand side policy tool and environment side policy tool.The results show that the incentive policy of scientific research and innovation in Shanxi province remains the traditional policy-making model and the framework system has been initially established,but the structure of policy tools at all levels is unbalanced,and problems of policy overflow and policy lack haven't been solved yet.Based on this,the paper puts forward four suggestions:enriching the demand side policy tools,maintaining the structural balance of supply side policy tools,optimizing the internal proportion of environment side policy tools,and promoting the construction of think tanks and policy innovation.
