为进一步提升基层环境监测能力,确保环境监测数据真实、准确、有效,针对当前基层环境监测工作中存在的信息化水平较低,数据分析利用能力不足,部门间数据互通共享程度低等突出问题进行分析,提出利用"智慧思维"引领新时代基层监测工作发展的方法和手段,进一步讨论创新环境监管模式,为充分发挥环境监测数据的技术支撑和指导作用提出可行性建议。

In order to improve the ability of grass-roots environmental monitoring and ensure the authenticity,accuracy and effectiveness of environmental monitoring data,this paper analyzes the prominent problems existing in the current grass-roots environmental monitoring work,such as the low level of informatization,the insufficient ability of data analysis and utilization,the low degree of data exchange and sharing between departments,and puts forward the methods of using"intelligent thinking"to lead the development of grass-roots monitoring work in the new era.This paper further discusses the innovation of environmental regulatory mode,and puts forward feasible suggestions for the technical support and guiding role of environmental monitoring data.
