近年来,我国各级各类生态环境监测机构蓬勃发展。但是目前,环境监测市场还不规范,排污单位监测数据弄虚作假屡禁不止,服务水平也参差不齐,甚至屡屡发生伪造数据和报告之类的违法行为,破坏了公平市场竞争的环境,破坏了市场经济秩序。为适应环境监测行业管理监督的新形势,中办印发关于深化环境监测改革提高环境监测数据质量的意见,为加强事中事后监管力度,切实提高环境监测工作的科学化、标准化水平,确保监测数据和权限的准确性,有必要对生态环境监测机构进行监督检查,机构的监督检查主要采取现场监督检查和监测报告质量抽查两种形式。

In recent years,various types of ecological environment monitoring institutions at all levels in our country have flourished.But at present,the environmental monitoring market is not standardized.Falsification of monitoring data by pollutant emission units has been repeatedly prohibited,service levels are also uneven,and illegal acts such as falsified data and reports have occurred frequently,destroying the environment of fair market competition and disrupting the order of the market economy.In order to adapt to the new situation of environmental monitoring industry management and supervision,the Central Office issued opinions on deepening the reform of environmental monitoring and improving the quality of environmental monitoring data,in order to strengthen supervision during and after the event,and effectively improve the scientific and standardized level of environmental monitoring work,ensuring monitoring data.In addition to the accuracy of authority,it is necessary to supervise and inspect the ecological environment monitoring agency.The supervision and inspection of the agency mainly adopts two forms:on-site supervision and inspection and monitoring report quality spot check.
