Current State and Countermeasures of Scientific and Technological Achievements Transformation in Shanghai Public Medical and Scientific Institutions

目的提高公立医疗及科研机构科技成果的转化率。方法以专家访谈和调查问卷的形式,梳理上海各公立医院、高等院校、科研院所的科技成果转化现状,找出存在的主要问题,剖析难点与瓶颈。结果上海公立医疗及科研机构在科技成果转化的必要性、紧迫性等方面认知不足;科技成果转化在各单位宣传、解读、执行等具体实施方面较少;对科技成果的市场需求、产品可及性等产业化问题缺乏认知;存在评价体系、利益分配等不明晰的问题。结论现阶段上海公立医疗及科研机构科技成果的转化有较大提升空间,可从重新定义政府管理部门角色,重塑公立医院科技成果转化定位与功能,优化利于科技成果转化的评价体系等方面入手改进。

Objective To improve the transformation rate of scientific and technological achievements in public medical and scientific institutions.Methods Expert interviews and questionnaires were used to sort out the current state of the scientific and technological achievements transformation in Shanghai public hospitals,universities,and scientific institutes,find out the major problems and analyze the difficulties and medical and scientific institutions.Results The cognition of the necessity and urgency of the scientific and technological achievements transformation in Shanghai public medical and scientific institutions was inadequate.The specific implementations such as information,interpretation and execution of the scientific and technological achievements transformation was inadequate.There was a lack of the cognition of industrialization issues,such as market demand for scientific and technological achievements and product availability.There were some problems about the unclear evaluation system and benefit distribution.Conclusion At the present stage,there is still much room for improvement in the scientific and technological achievements transformation in Shanghai public medical and scienfific institutes.Further improvements can be conducted in redefining the role of government management departments,reshaping the positioning and functions of scientific and technological achievements transformation in public hospitals,and advocating an evaluation system that is conducive to the scientific and technological achievements transformation.
